So if you are on Minimal, TrackerControl would not be blocking three of those four, and whatever is blocking them is something else.
3. The app itself — is it a normal app in your personal profile, or a Secure Folder / Dual Messenger clone? And in that app's detail screen, are "Monitoring" and "Tracker protection" both on?
4. In the Traffic Log, do the blocked rows show the domain plainly, or prefixed with a > (e.g. >api.onesignal.com)? A leading > means the name came from a reverse lookup rather than from captured DNS, which would explain why nothing is attributed to a tracker.

Independently of your answer, investigating this turned up one thing that is clearly wrong: tracker activity from a UID whose package cannot be resolved — apps in another profile such as Secure Folder, cloned apps, or apps uninstalled since — is recorded and blocked, but was then silently dropped by the Timeline and the insights, so it could never be seen. #695 fixes that and also makes the empty Timeline say when recording is switched off instead of showing "Watching for trackers…". That may or may not be what you are hitting; the answers above will tell us.
