[Android] Synced-in Tweaks fail to be listed, enabled or cleared/removed #1208

Description

@monospacedmagic

Describe the bug

I have enabled the syncing of settings between devices on a Sable client after uninstalling a previous nightly build and installing a newer one, fetching the settings successfully in the process. However, when going to the Tweaks list under the Appearance Settings, it says there are 2 Tweaks, but fails to list them, with the error message saying "Could not load Tweak CSS. Check the URL or your connection."

This error disappears when I add a new Tweak, with it saying there are 3 Tweaks but only listing the one that has been newly added.

Reproduction

  1. Under General Settings, enable Sync settings across devices.
  2. Add/Import a CSS Tweak.
  3. Logout and uninstall the Sable app.
  4. Reinstall the Sable app and log in again.
  5. Enable Sync settings across devices once again.
  6. Under the Appearance Settings, attempt to open the Tweaks list.
  7. It fails, with the error message "Could not load Tweak CSS. Check the URL or your connection."

Expected behavior

It imports and lists synced Tweaks correctly.

Platform and versions

1. OS: Android 17 (GrapheneOS v2026071501)
2. Browser: Vanadium WebView v151.0.7922.29.0 (based on Chromium WebView)
3. Sable version: v1.20.1-nightly.41.1
