Add Weekly Average Reliability Chart

Operability requesting automation of a weekly average reliability chart. More details forthcoming.

The purpose of the report is to help predict if we are going to make our reliability goal or not by tracking average reliability over time.

Note: annotations might cost extra :) - meaning, probably even with automated report - user will want to save as an image and then edit with photo editor to annotate. Later slide had same chart, but spanning full run, and another annotation marking transition from low to high energy.
