Algorithm Description:
The final goodtimes check should "remove isolated good ESAs that are sandwiched between removed ones on either side". Something similar is being done in the goodtimes statistical_filter_1. A good candidate to implement this would be to use convolution withe appropriate kernel. Need to find out from Paul if either side is across the time or ESA energy dimension, or both.
