Static team directory for assignee/reviewer resolution

Add a small, static Person[] list (per project, or org-wide to start) for
resolvePerson (Issue 1) to match PersonRefs against — { id, name, emails, githubLogin, discordId, jiraAccountId }. See §3.

Acceptance criteria

• At least the pilot project's (license-hub) real team members entered
• Directory is loaded and passed into resolvePerson at aggregation
